This site describes how to configure a back-end database for Oozie in the 
oozie-site.xml:

There must be a misunderstanding: when you start Oozie it starts using the 
Derby database. When you are trying to use the ooziedb.sh that does not 
communicates with Derby through Oozie but with Derby directly => ooziedb.sh is 
another client.
