+0, but with some suggestions. Simply adding a slogan totally unrelated to the project into the very first line of release note would make this project appear less professional. A better solution would be to add a unique codename for each minor release. For instance, you can name v0.51 as Yuru and v0.52 as Nadeshiko, whatever name you like. Many famous projects use codenames. This is a perfect place to showcase the attitude and preferences of the maintainer or release manager. True fans can immediately understand what that means, and curious new comers would search for it in the internet. You can also include a small hint explaining what the codename means.
