Ah right. I was consistently getting the same problem as Jacek on Windows XP here.
It appears to be a pluginRepository it needs rather than a repository. I noticed that there's one of those in the top level POM too, although it has a <snapshots/> tag rather than <snapshots><enabled>true</enabled></snapshots>. I wonder if its something like that?
