Doesn't look like it. The "jira-users" only means they have a JIRA
account, but might not have an ICLA on file. The "all-developers" group
contains everyone that is currently in a project developer group
(current committers).... So adding the all-developers group would allow
existing committers to contribute, but would still require manually
adding any non-committers (sounds like a good compromise.)

We also use it to control edit access to our Confluence user docs (other
spaces like our main site can only be edited by committers), so that all
web
content we produce is covered by an ICLA.
