Donald Woods resolved OPENJPA-1751.

Resolution: Fixed
Had to update build.xml with
<javac fork="true"
as workaround to Maven overriding JAVA_HOME to point to JRE.
Also, we can't upgrade to maven-antrun-plugin-1.4, as there are known problems
with ${settings.localRepository} not working, but will be fixed in 1.5.
