URL: https://github.com/apache/openjpa/pull/261

   https://issues.apache.org/jira/browse/OPENJPA-3060

OPENJPA-3001 turned `StoreCharsAsNumbers` off by default for MySQL only.
`MariaDBDictionary` does not extend `MySQLDictionary`, so on MariaDB
`char`/`Character` attributes were still stored as `INTEGER` code points and a
pre-existing `CHAR(1)` column did not work.

   - `MariaDBDictionary` uses the same default as MySQL. An explicit
`StoreCharsAsNumbers=true` is still respected.
   - `TestStoreCharsAsNumbersDefaults` and the default check in
`TestCharStorage` now cover MySQL and MariaDB.
   - `TestJDBCEscapeDate` treats MariaDB like MySQL.
   - Migration note lists MariaDB.

Checked on MariaDB 12.3: `TestCharStorage` fails without the change and
passes with it. The full suite has the same 8 decimal failures master has on
MariaDB, fixed separately in OPENJPA-3062.
