[OPENJPA-3065] Fix enhancer race and RAT failures in parallel builds (mvn -T)
- XMLPersistenceMetaDataParser: deferred embeddable maps were static and
shared by all parsers in the JVM; make them per parser, shared only
between nested parsers of one factory
- Pin apache-rat-plugin to 0.16.1 (0.17/0.18 are not thread safe) and
translate its configuration; add missing license header to an IT SQL file
