Not directly from OpenLayers, but custom javascript code can get you there. You can use the RESTconfig extension of GeoServer to configure it. See http://docs.geoserver.org/1.7.x/en/user/extensions/rest/index.html to get you started. Once you have your new feature type, you can use WFS-T (from OpenLayers) to create and modify features. See http://www.openlayers.org/dev/examples/wfs-protocol-transactions.html for an example which does that.
