Hi, I just created http://trac.openlayers.org/ticket/2397 to show how a better init sequence for late rendering could work.
With this patch, applications or frameworks using OpenLayers have better control over the map state with additional events, and can avoid issues with commercial layers and baseLayer/maxExtent settings. See http://trac.geoext.org/ticket/192 how the proposed changes could e.g. positively affect GeoExt. Comments and reviews are welcome.
