I would suggest opening an enhancement-ticket and attaching the patch (together with a test) as it seems to be at least a partial solution. I cannot tell you what to do, to get the tooltip working in Chrome, though. If you decide against opening a ticket/providing a patch, please send the code in question to the dev-list. Thanks anyway.
