When moving a point feature which has a line feature connected to it the popup for the line feature sometimes shows up in the location where the line was before the move. This can be easily reproduced with the following example.

The icons might be a bit misleading :-) Try moving a few markers and then go to select mode and select the line features. Some popups will show up in the correct location and some will not. I have seen this in both 2.8 and 2.9.
