It occurs to me that our design meeting time is 11:30 pm - 1:30 am in India where many of our active participants are located. If we do change the implementers' meeting to a monthly session of OMRSU, I think we should use that slot as an opportunity for people to weigh in on the issues from the design meeting based on the minutes. We could require people who wanted to participate to edit the etherpad to show their interest. We might even want to defer some decisions from the Wednesday to the Thursday meeting where people we'd like to have participated weren't present.
