Hi folks,

I have posted a 1st release candidate for the Apache OpenNLP 2.3.1 release and 
it is ready for testing.

It is a maintenance release which provides some enhancements. 
Some of these are related to sentences models and the use of abbreviations, see 
OPENNLP-570 & OPENNLP-793. 
Moreover, it switches the ONNX runtime for the 'opennlp-dl' component from the 
GPU to the CPU-based variant, see OPENNLP-1515.
Several other (cleanup) tasks have also been completed.

Thank you to everyone who contributed to this release, including all of our 
users and the people who submitted bug reports, contributed code or 
documentation enhancements.
