I'm +1. I love having more frequent releases. For a while the project was doing about two releases a year so I'm super happy to have reasons to do more frequent releases.
Apache Lucene is using OpenNLP 2.3.2. Perhaps it's worth opening a Lucene issue to get that updated. Any other downstream projects that we should encourage to update?
