OpenOffice 4 does not depend on Java more than OpenOffice 3 does. So, on the same system, you will see the same limitations: the Base module will have significantly limited functionality without Java, other applications will work normally, and only some non-core functionality will be missing. You will receive a warning if you are trying to execute an operation that requires Java.
