Oliver knows best since he did this last year. I guess it's a matter of
liaising with the apache Treasurer, unlock our conference fund, tell
people what to do about reimbursements and so on. It might also be that
Oliver finds it faster to do this again than telling other people how to
do it, but basically it's a paperwork/coordination thing.

I would like to prefer to concentrate my time on the development. Thus,
please can somebody take over responsibility here.
The process should be something like
- We need to agree on how much money we want to spend
- We need to agree on the conditions that need to be meant to recieve
funding
- We need to agree on the granting/selection process
- We need to clarify the payment details with <treasu...@apache.org>
Important is that we assure ASF's charity status.
Somebody needs to work out corresponding proposal and needs to get
consensus on them.
