Here is something that will effectively do what you want. Insert a table; make one of the columns just one character wide; start typing or inserting special characters. You may do this for the next columns also in case one column is not enough. You can make the leftmost and rightmost columns larger to adjust centering, etc. You may also put more normal characters in the outer two columns. You can use borders to enclose whatever inside a box.

But It seems like that there is no options for vertical direction text in the combo box in frame’s setting dilaog, just likes the screen shot below. (this is a Libre Office's screenshot but I think that this is same to OpenOffice)
