[dev] No configure option for WITH_FONTOOO

I've built 680_m69 successfully. I've found that the instsetoo_native 
need msfontextract
and to build msfontextract, I need WITH_FONTOOO=YES

       @+echo "FontOOo disabled... Nothing to build here."
.ENDIF

But I see no option in config_office/configure to set WITH_FONTOOO so I need to 
hack
winenv.set to add the variable. Which is not good.
Is this a bug?
