a few minutes ago I fixed http://www.openoffice.org/issues/show_bug.cgi?id=51387 in cws configure11. The straight forward way was just to increase the Gtk+ build requirement checked by configure to >= 2.4. The other way would have been to split the configure option and add a --enable-gtk-fpicker where < 2.4 then would fail, too. I decided for the first one (to fix this problem quickly) and therefore with the integration of configure11 in some later milestone you need Gtk >= 2.4 to build the Gtk VCLplug and the Gtk/GNOME Fpicker. Shouldn't be a problem since current systems have Gtk 2.4 anyway and that stuff is optional anyway.
