Hmm, please file issues if you find such problems. `build -- -P2` builds
work for W32-tcsh.

MAXPROCESS environment variable) and parallel module builds (-P switch
to build)

MAXPROCESS works fine, whereas build -P# very likely doesn't succeed in
one single run.
