I think I can answer this one.
You need to download ant from http://ant.apache.org/
and after installation either change your PATH environment variable to
include the bin subdirectory of that ant installation or use the
--with-ant-home=<path to ant director>.
If you did that maybe you have an typo in the --with-ant-home command
line argument. See below...

Besides that: is there a reason why you are using 4NT shell? As far as I
know this is not "officially" supported. Building with Cygwin alone
should work. If you need I can give you step by step instructions how to
set up, configure and use a build environment with Cygwin.
Yes, I am trying to use build environment with Cygwin. But I have met
many problems now. I am afraid need your guidance.
BTW: it seems that your mail client is broken. The character set it
declared is not suitable for all characters you are using. So some
characters are unreadable. Perhaps you can find a way to fix that, it
would make improve the legibility of your mails.
