Scott and David will choose if they will stay inside Mozilla Foundation or not.

No, it means, if TB stays at Mozilla, without any changes, it will
stay with two paid developers to work full time for this.

No, they'll still receiving to work for TB.

You forgot to read the parts that say it will still being hosted on
Mozilla and they'll still receiving money.
