Hi Larry,
thanks for your questions. Concerning your statement "I must be such a
new-be!" - maybe with regard to the proper use of stuff like salutations
(and stuff like that) in emails ;-)
The election we talked about addressed several seats in the Community
Council. As you may know, OpenOffice.org is a huge project with many
participants - both individuals and companies. The aim of the Community
Council is to represent the "will" of all these members and to provide
proposals how to deal with ideas / issues / problems for all
participants.
For example, I am one of the "Product Development Representatives" for
non-code contributing members (e.g. QA, UX, ...) for a certain amount of
time. That means, people who think that I am capable / willing of doing
so confirmed that by voting. More precisely, a defined group of people
are the "constituency", e.g.:
Product Development Representatives: Category leads, project
leads and co-leads of all OpenOffice.org projects (accepted and
incubator) but not from the native-lang category or l10n
project.
The voting is done via the OpenOffice.org survey server. Since the votes
(by the named individuals) are not open to everyone, there are observers
who take care that everything works as expected and that we follow
certain rules.
You may notice that I talked about constituencies, observers, voting
mechanism stuff and things like that - basically, this is based on
detailed rules. So why is this so complicated?
As I already said, we - the Community Council - aim to represent the
will of the whole community. That means, that we also depend on input by
every community member ... like you! Thus, we have to make sure that the
people representing "you" are elected by a fair and transparent process.
Especially, since working in the Community Council is sometimes a tough
job to keep balance (strategy, politics, ...). Even if you sometimes
don't notice it :-)
Some more information can be found here...

I hope that answers most of your questions. If you have more - don't
hesitate to ask!
Cheers,
Christoph
