yes, the URE is integrated into the normal OOo install since a longer
time. You can get it from the main download webpage or - if you search
for a special one - from here: http://download.openoffice.org/other.html

AFAIK there is no longer a separate download for the URE.
it is part of the OOo installation set, and you have to install OOo to get
an URE installation.
