[dev] How to specify the path to a file

Hi,
Im developing an addon for OOWriter and there I need to read from a file some 
data, which is necassary for addon to work. My problem is where i should place 
this file in the project folder and how i should specify the path to this file..
Giving the path from root directory(eg: C:/home/...abc.txt) didnt work.
