please note that the MinGW port is still AFAIK somewhat experimental.
but building on windows is painful in any case :)

actually the latest DEV300 milestones require at least 3.81.

i guess you're trying to build something older?

if you want to hack on OOo, you should use the latest DEV300 milestone.
see the "Getting the source" page on the building guide.
