There are a number of things which need this, but it isn't something 
that mapnik can do at the moment.

Enhance mapnik to support this concept - it probably means allowing 
point symbolizer to specify that an icon should be aligned at a 
particular angle. The angle could either be computed by the point 
symbolizer itself by allowing it to refer to a line geometry that gave 
the angle or it could be precomputed in the SQL somehow.
