So in summary, take the en.yml file, translate it, and post it as a ticket in trac. If you're going to edit it alone, then you can use most text editors, though some are suggested in the wiki pages, or you could do as they are doing on the pt-br.yml file and create a new wiki page and edit it between a number of you: http://wiki.openstreetmap.org/wiki/Pt-br.yml (Brazilian Portugese for anyone wondering).
