Do you know about the filtering in current stable version of JOSM,
this allows you to make objects such as admin boundaries
non-selectable, or you can completely hide them. It'd be nice if this
were enabled by default and to edit admin boundaries you had to
manually disable filtering, that way newbies would break less admin
boundaries by accident.
