Probably you cannot rely on a an unquie set of extact features but some
sort of fuzzy match together with perhaps a location hint seems to be
the best option for external links into OSM - not only relations, also
ways or points ("a restaurant or similar amenity named 'la bella isola'
or somesuch in the general vicinity of lat=..., lon=...). But it's not
trivial to implement.
