With the transition of the current data to ODbL the license page
changed as well:
http://www.openstreetmap.org/copyright

There are now recommendations regarding ODbL and no word any more
about cc-by-sa licensed data.
I wonder if it wouldn't make sense to keep a copy of the old
recommendations as well (could also be a link from this license page)
how to quote OSM for those users that still use the older cc-by-sa 2.0
licensed data.

It isn't legally necessary, as there is a link to cc from the
respective planet-page, but it would facilitate use of our older data
as it did in the past. It might also reduce the risk for data
consumers resulting from the maybe unclear requirement how to
attribute (OSM as a whole vs. the single contributor).
