You could point them here: http://wiki.openstreetmap.org/wiki/Downloading_data I think what is really missing are some short explanations, e.g. that the export tab is using ressources on the server and therefore only small areas can be downloaded and that there are alternative downloading options (and then point them to the wiki page above).
