Yes, completely within both.
(OK, there are affected lakes partially outside the bbox too).
More information :
On closer inspection, I *think* it could be a multipolygon problem :
All the missing lakes are multipolygons (mostly because of islands).
Also (checked now) the import works fine if I use debian stable osm2pgsql
(osm2pgsql SVN version 0.80.0 (64bit id space)).
Same parameters (no -G or such).
