Have I misunderstood what you mean? I thought you were asking how to get
added as a public mirror site for planet.openstreetmap.org but now I'm
starting to think that you're asking how to maintain a local database
that mirrors the planet data?
If it's the latter then before anybody can help we'll need to know what
schema the database is going to be in, which will largely be determined
by what you want to use it for.
