The most likely location for this to be discussed is probably within the openstreetmap-carto developer community as they would benefit most from such approaches. I don't follow their work closely though so couldn't say if the issues have been discussed in the past. I'm not aware of any plans, but I do know that Arne has quoted similar work done by others, and there were many English-language works among that, so perhaps if you skim through his literature list at the end of the PDF you'll find interesting articles.
