Lithuania was given as contra to "the only". Savino (Italy) was given as contra to "the first" (as his work was published in 2011). (It is also a "must read" for anyone interested in generalisation) Anyways, there is no point of talking about who first, last, only etc. All approaches using closed commercial software are pointless for OSM - it cannot be reused.
