I have developed a “Map-to-jpeg” as a Service for a project and I think it does
what the original poster wants. Well, kind of.
When you send a request to the API with a search string, the backend will
perform a geocoding lookup and respond with a jpeg map for that location.

If there is really a need for this kind of usage I can look into making the
service generally available to the public. Perhaps also adding support for
custom bounding box/ overlaying user-defined data, etc
