Hi I think what you want to do is simply an overlay. Have an OSM based map as a background, and display your data on top. That is very common, have a look at umap.openstreetmap.fr for an example. You will need the background map: either you host it yourself or you get it as a service. See switch2osm.org The OSM API is never involved.
