Yes, that's an option and has been suggested before. It hasn't been touched yet for a few reasons: 1) Development last year was mostly around bootstrapping the project and getting core features functional. 2) Using ovsdb-server has been *very* convenient, since you already get it with OVS. It'd be nice to keep it at least as an option since it's so convenient. 3) There was existing work around distributing ovsdb-server, so it seemed reasonable to see how that worked out before investigating alternatives. I believe #3 is still being worked on, but I don't know any details on progress.
