Regarding WebBeansConfigurationListener and FailOverBagWrapper: sounds
reasonable what you propose. But I still wonder, why it's only failing when
tomcat is restarted and not with the running tomcat. When msm is configured
using non-sticky sessions sessions are swapped out at the end of each request,
so from the container/session point of view there's no difference. So it seems
as if anything else would keep state.
