I think you're trying to say that OWB is not CDI 1.1 spec compliant and doesn't
implement the above referenced bean archive rule, right?
Oh well, but then there's still this remark from [~tandraschko]

It seems there that OWB 2.0.12 doesn't execute the extension anymore. Is there
also an OWB specific configuration needed there to execute extensions, or could
that be a bug in 2.0.12?
