Hi Dominic,

        Please update your rcverify.sh script to latest (eac6141).  In PR#300
to openwhisk-release I enhanced rcverify.sh to allow the
"application/x-empty" file type (these files that are being flagged are all
0 byte files generated by the internationalization tooling).
