The last release of openwhisk-package-alarms was 2.0.0-incubating back in
April of 2019.

There have been about 30 commits since then that would be good to bundle up
in a release.

There don't seem to be any pending PRs to wait for.  Looking at the commit
log, this feels more like a 2.1.0 than a 2.0.1.

Any objections to me starting to put together a release candidate this
week?
