We've a little issue with the deployment of an alarm trigger in OpenWhisk on 
one of our developer's pc.

Even the deployment of the following example trigger in the alarm documentation 
won't work;

```wsk trigger create interval \
  --feed /whisk.system/alarms/interval \
  --param minutes 2 \
  --param trigger_payload "{\"name\":\"Odin\",\"place\":\"Asgard\"}" \
  --param stopDate "2019-01-31T23:59:00.000Z"```

The server responds with an 502 error, this seems to be due to the package wich 
is trying to do a POST to <https://https>://localhost:*/...

I think this has to do with some configuration error, but I can't seem to find 
wich configuration value is applied here.

For as far I've found, I think the `apiHost` used in 
<https://github.com/apache/openwhisk-package-alarms/blob/master/action/alarm.js>
 is the issue.
