### What changes were proposed in this pull request? This PR aims to update the ORC Java coding guide to max line length 100 and enforce it. ### Why are the changes needed? Our coding guideline is outdated in terms of the max line length. We had better make it consistent in our website and codebase. ### How was this patch tested?
