In 2021, Apache ORC community released 10 versions (including 1.5.13 EOL)

In 2022, we have the following release plan to improve the visibility and
collaboration of the Apache ORC releases for all active branches.

In addition, there are two changes in the GitHub Action Infra in this month.
First, we added a 'Stale' GitHub Action job to get automated help
in order to manage the stale PRs.

Second, we replaced AppVeyor's Window test coverage with GitHub Action
runner
in order to reduce our maintenance complexibility. Currently, we completed
our part and have been waiting for the removal of webhook from ASF INFRA
team.
