Summary: The build of tool-test should depends on cpp tools

When we make some changes in the cpp tools, recompiling tool-test won't trigger
compilation on the modified tools. I always make mistakes due to this since the
test is just checking the old binaries.
We should add cmake dependencies to make tool-test depends on cpp tools.
