The C++ library is still on GoogleTest v1.8.0 which was released in 2016. To
embrace the C++17 and make the Windows build happy, we need to upgrade it
anyway. The latest version as of today (Oct 27, 2022) is v1.12.1, and it is
good time to switch to it,
