[Dev] Tree closure policy reminder

Please try not to do any source tree changes when the Tree is in a CLOSED state. If sending an email, setting the tinderbox state to CLOSED and waiting 15 minutes for people to notice is not enough warning time please let me know.

The closer we get to the scheduled milestone release date the more I will become a stickler for this policy and back-out any changes when the tree is closed.
