[Dev] Merge Day - Tree status is RESTRICTED

As Katie just mentioned in the previous posting, today is "Merge Day" and I'm going to echo her request that people be kind to the trunk. Basically consider the tree to be RESTRICTED to everyone except John and anyone who needs to fix a merge related bug.
